On Oracle Applications 12.1.3 version, IAS for Applications Technology,
when attempting to login, the following error occurs:
The issue can be reproduced at will with the following steps:
1. Launch the login page.
2. Try to login using the credentials.
The issue has the following business impact:
Due to this issue, users cannot access Applications.
Hardware components were replaced in the server
