ORA-03114: not connected to ORACLE Error When Viewing Log and Output Files for Concurrent (Doc ID 1920600.1)

Symptoms

Unable to view any output of log files for any concurrent programs in concurrent environment.
When checking the same requests from the $APPLCSF or $APPLLOG location are able to see the log and output files from the the directory path but not from Oracle (front end).

The following error is generated when selecting the View Output or View Log File buttons:

SQL-GENERIC ERROR (ERRNO=3114) (ROUTINE=set_name) (REASON=ORA-03114: not connected to ORACLE)
SQL-GENERIC ERROR (ERRNO=3114) (ROUTINE=set_integer_token) (REASON=ORA-03114: not connected to ORACLE)
SQL-GENERIC ERROR (ERRNO=3114) (ROUTINE=set_token) (REASON=ORA-03114: not connected to ORACLE)
SQL-GENERIC ERROR (ERRNO=3114) (ROUTINE=get_message) (REASON=ORA-03114: not connected to ORACLE)
Unable to retrieve error message from Message Dictionary.
