FTI: Unauthorized Access: Either You Do Not Have The Privilege Or You Have Not Signed In

Symptoms
When attempting to use an 'Ad Hoc Query' feature in OTM for FTI, user is not able to create or execute reports.
The following error appears: Unauthorized Access: Either you do not have the privilege, or you have not signed in
The analyses features are working fine.
The issue can be reproduced at will with the following steps:
1. Log into OTM with Business Intelligence Role BIADMINISTRATOR
2. Go to Transportation Intelligence, Ad Hoc Query
3. Able to access FTI
4. When selecting “Create….Published Reporting…Report’
5. Getting following error message: Unauthorized Access: Either you do not have the privilege, or you have not signed in
User is able to create reports but not via the OTM UI.
