What Causes Error: "Cannot Convert From (UOM1) To (UOM2) For Item Number xxx" in Create Batch? (Doc ID 1921007.1)

Goal

During Batch creation using the Product Output Tab, we get the error “ Cannot convert from (UOM1) to (UOM2) for item number “xxx-xxx”
We have numerous other recipes/formulas which use UOM1 and UOM2. They all go from milliliter ingredient to milligram product.
We do not have an interclass UOM conversion for these UOMs. All other recipes/formulas function.
Why does one item produce this error?
