Database Upgrade AccessControlException: The Permission has not been granted to GLOGOWNER, When Sending Inbound Integration to OTM (Doc ID 1921030.1)

Symptoms

Sending integration to OTM using OAQ. These inbound XML messages are failing to process with the following error found in the Transmission Report:

ORA-29532: Java call terminated by uncaught Java exception: java.security.AccessControlException: the Permission (java.lang.RuntimePermission accessClassInPackage.sun.misc) has not been granted to GLOGOWNER. The PL/SQL to grant this is dbms_java.grant_permission( 'GLOGOWNER', 'SYS:java.lang.RuntimePermission', 'accessClassInPackage.sun.misc', '' ) .

 This started occurring after the Database was migrated to a newer version.
