Issues with table locks on FND_CACHE_VERSIONS in R12

Symptoms

On E-Business Suite (EBS) Release 12.1.X,
huge performance issues are caused by the following query:

UPDATE FND_CACHE_VERSIONS SET VERSION = VERSION + 1 WHERE NAME = :B1

Caused enq: TX - row lock contention on database impacting the EBS Performance.

This query can be executed by multiple business transactions and events by various modules.

The issue can be reproduced at will with the following steps:
1. Log into EBS
2. Switch to OTL responsibility.
3. Create a new time card from default 'Last Timesheet' or with 3 predefined projects.
4. Save Timecard.
5. Logout.
