"The request could not be understood by server due to malformed syntax" Attempting to View Supplemental Bills

Symptoms
When attempting to see a Supplemental bill included in a consolidated bill that includes several bills ( more than 18 or 20 ) the following error occurs.

Bad Request
The request could not be understood by server due to malformed syntax.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Find a consolidated bill with associated CHILD bills ( more than 20)
2. Click on the smartlink "view supplemental bill."
3. Click in one of the bills
3. Observe error message.
4. Click on expander ("+" icon)
4. Observe that expander shows "Supplemental Bills" with a list of the CHILD bills.
