Updating ECO Gives Error "The specified change subject violates the policy set at the header type level and could not be associated." (Doc ID 1921558.1)

Updating a ECO in Draft status gives the following error
The specified change subject violates the policy set at the header type level and could not be associated.

One of the employee was assigned to a CO in 11.5.10. He is no longer with
the company. We are trying to reassign the CO or update the description or
change the need by date company. We can not update any fields of the CO
header page.

Symptoms

On : 12.1.3 version, Change Management

Updating a ECO in Draft status gives the following error

Error
The specified change subject violates the policy set at the header type level and could not be associated.

Steps
Development Manager
Change Simple Search.
When we search for an ECO and try to update it we get the error
