Symptoms

Pam Payment format for checks to foreign addresses, validation is requiring 5 digit zip at position 45

1. For checks to foreign addresses,  validation is requiring 5 digit zip at position 45 - so marking asian 4-dgits and UK, Canada 6-digits are invalid.
- - The format guidelines from Treasury have this as
  Position 245 zip domestic = 5 digits
  Position 250 zip+4 domestic or zip foreign = 5 digits
  OR Position 245 foreign for 10 digits
- - - COTS template simply has Position 245 zip = 27 digits
2. Validation is not recognizing Guam and Puerto Rico as US domestic [territories] and marking the payment record invalid
