ACTUAL BEHAVIOR

When running OUT: Purchase Order Acknowledgments (855/ORDRSP), it is not generating the extract.

EXPECTED BEHAVIOR
-----------------------
Expect the POAO to generate the extract

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Order Management Responsibility
2. Sales Orders > Enter Order & lines
3. Book the order
4. The ACK tables (OE_HEADER_ACKS & OE_LINE_ACKS are populated OK
5. Run the OUT: Purchase Order Acknowledgments (855/ORDRSP)
6. The extract is not generated.

BUSINESS IMPACT

Due to this issue, users cannot get the POAO to work successfully
