Process Project Structure Updates spawns PRC: Update Project Performance Data impacts performance

The issue can be reproduced at will with the following steps:
PRC: Process Projects Structure Updates is run nightly for each operating unit. We have had occasions for one operating unit who use program projects where PRC: Update Project Performance Data is spawned.
This can take up to 6 hours to run for one or two projects and prevents us running the critical finance updates for our legislative reporting.
We need to understand exactly why this process is being spawned. We also want to prevent this being automatically spawned and have the option to run this only at the weekend. We currently run PRC: Update Project Performance Data and PRC: Update Project Summary Amounts at the weekend only because both processes take so long to run.
We also need to understand the impact of stopping PRC: Update Project Performance Data from running immediately after PRC: Process Project Structure Updates.
We have read the various documents on Metalink and located the profile options mentioned but we have been unable to find a direct hit to our actual scenario so need guidance on the best course of action to take
