Non-serialized Normal Item: Asset-Instance Link is Broken When the Instance is Taken Out-of-Service (Doc ID 1922201.1)

Actual Behavior
When an item instance for a non-serialized normal item is taken out of service, the link between the instance and the asset is broken and the asset becomes non-trackable.

Expected Behavior
Instance asset link is expected to be maintained

Steps to Reproduce
The issue can be reproduced at will with the following steps:

Item: X (non-serialized trackable normal item)

(R) Inventory
> Receive a quantity of 1000 into inventory
> Instance 1001 created with quantity 1000

(R) Inventory
> Issue a quantity of 700 to field
> Instance 1002 created with quantity 700
> Complete costing
> Run create accounting
> Run Create Assets: Interface Inventory Transactions to Oracle Assets
> Post mass additions
> Fixed asset 2001 created in the asset book with 700 units and linked to instance 1002

(R) Asset Tracking
> Take 100 units of instance 1002 out of service
> Instance 1003 created with quantity 100
> This instance is not linked with the FA. The asset-instance link is broken.

> Move 60 of instance 1003 to another location
> Instance 1004 with quantity 60 created
> Run Interface Move Transactions to Oracle Assets
> Program does not process any record
> Instance 1004 is not associated with any asset
> 700 units of asset 2001 continue to be at the old location
