R12.2.3: Custom Responsibility Has Access To Offers Page When Shouldn't (Doc ID 1922245.1)

Symptoms

A custom responsibility has been created which has not had the access to the Offer pages defined.  When logging in with the custom responsibility the user is able to  create/copy offer from budget checkbook option without having offer creation responsibility

The issue can be reproduced at will with the following steps:

(R) System Administrator
(N) Application > Menu
Create new menu
Menu - XXX_LOGI_OCRM_BUDGET_WRITE
User Manu Name - XXX Logi OCRM Budget Write
Menu Type - Standard

 

Seq Prompt Submenu Function
1   OZF_NEW_R00T_MENU  
2 Create Budgets OZF_NEW_BUDGET_MENU OZF_FUND_VER
3 Upload Budgets   Upload Budgets
4   Oracle Marketing New Product Menu Products Overview  
5   Desktop Integration - Create Document  
6 Profile OZF_PROFILE_ROOT EDT_PROFILE_PWD_PREF
7 Run Reports   Run Trade Management Reports

Save - message received to advise that concurrent request submitted to Compile Security Menu

(R) System Administrator
(N) Application > Security > Responsibility > Define
Enter following details:
Name - XXX OCRM Budget Super User- Europe SA Operations
Application - Trade Management
Responsibility Key - XXX_LOGI_OCRM_BUD_SUP_USER_ESO
Effective Dates - 06-AUG-2014
Data Group - Standard
Application - Trade Management
Menu - XXX Logi OCM Budget Write
Save

(R) System Administrator
(N) Security > User > Define
Add Responsibility to Trademgr user

Login to Trade Management with the custom responsibility:
(R) XXX OCRM Budget Super User- Europe SA Operations
(N) Create Budgets
Budget Summary page is displayed
Click on Core Product Marketing Budget
Click on Checkbook link
Click on Earned amount under Utilization
Click on XXX Another ABC Test which is the name of the Offer
Opens up  Budget Summary Checkbook
click on Name - XXX Another ABC Test
Opens up the Offers Details - Lumpsum Page even though user should not have access to this page
