On : 12.2.3 version, Charges UI, APIs, and schema

When attempting to add a charge
the following error occurs.

FRM-40105 charges_detail_blk.sr_bill_to_account_id


Steps to Reproduce

1. SR Form
2. Create SR
3. Add charge
