Cannot Update MultiLanguage Short Names On Territories Screen (Doc ID 1922367.1)

Symptoms

On Oracle Applications 12.1.3 version,
when attempting to modify a Territory by changing the NLS description value,
the following error occurs:

The Code Chosen is not valid.  A code needs to be in part of ISO 3166, or the series of letter AA,AQ to QZ,XAto XZ and ZZ can be used for user-assigned code


The issue can be reproduced at will with the following steps:
1. Navigation: (System Administrator) Install:Territories.
2. Query an existing Territory.
3. Press the “World” icon.
4. Update the Short Name from “Germany” to “Deutschland” in the Translations popup Window.
5. Press OK on the translations popup window.


The issue has the following business impact:
An error results when attempting to modify a Territory by changing the NLS description value,
