R12 QP: Maintains The Denormalized Data In QP Qualifiers Causing TX Enqueue DB Waits And Locks

Symptoms

Submit program 'QP: Maintains the denormalized data in QP Qualifiers' with following parameters:

list_header_id low: 6002
list_header_id high:  5493357
update_type = ALL

When we run this program, during the update statements, it causes TX locks on the database that prevent users from completing their transactions.
Once we terminate the program, it clears the locks.
It runs for more than 2 hours.

EXPECTED BEHAVIOR
-----------------------
No TX locks on the database and/or better performance (20 minutes or less).

Submit program 'QP: Maintains the denormalized data in QP Qualifiers' with following parameters:

list_header_id low: 6002
list_header_id high:  5493357
update_type = ALL
