Number of Employees (Headcount) on SQWL Reports are Not Correct (Doc ID 1923930.1)

The number of employees reported for Month1, Month2, and Month3 on the SQWL report do not seem to be correct.

For a semi-monthly payroll, if an employee only gets paid in the second period of the month, they are not included in number of employees for that month. 

Also notice that new hires hired during the Bi-Weekly period that includes the 12th of the month are not getting counted (ie. hired on on 8-JUN-2015, in the Bi-Weekly period 8-Jun-15 to 21-Jun-15, with check date 25-Jun-15).

A_SQWL_MONTH2_COUNT, A_SQWL_MONTH3_COUNT, A_SQWL_MONTH1_COUNT all have no value.  They seem to be excluded due to the SQWL_MONTH1_ROUTE, SQWL_MONTH2_ROUTE, and/or SQWL_MONTH3_ROUTE routes.

I'm not sure what the significance of the 12th of the month is ... that's hardcoded in the route.
