Special Service On Order Release Leads To Constrained Flight Selection During Planning

Symptoms
When using a Special Service defined in Other Attributes tab of the Order Release with Known Shipper checked and an Order Offering with a Special Service defined with Accessorial Code and Cost only Cargo Flight are considered when creating the shipment.
When removing the Accessorial Cost and Accessorial code from the special service, both cargo and non-cargo flight are considered.
The issue can be reproduced with the following steps:
1. Create an Accesorial Code and an Accesorial Cost and add the to a Special Service.
2. Add the Special Service to a Rate Offering
3. Create an Order Release with Known Shipper checked and the Special Service added in the Accesorials section
4. Create a Buy Shipment for the Order Release
The shipment is created without considering the flights which have is_air_cargo = 'N'.
