Internet Explorer (IE) 10
Known fact: Internet Explorer 10 on Windows 7 or Windows 8 requires that the compatibility mode be set.

IE 10 Browser not rendering OLM Contents after <Patch 17618077> was applied.
Applied <Patch 17618077> per  <Document Id 389422.1>  to fix Compatibility issues.
The patch automatically adds the meta data string to the header to default EBS to compatibility view in IE 5 .
Now with this patch it redirects IE 10 to open in compatibility mode of IE 5

This is causing issues with most CBT contents to not play, causing compliance issue with OSHA & DOT regulations.
Certain vendors who have delivered these contents have strongly objected to this setting and are saying that the contents they have developed follows the latest technology which is not supported in IE5 ( IE5 Quirks mode is now the default and renders the pages correctly).

If customer does not set IE 10 to compatibility mode and plays the SCORM 1.2 content that is provided by vendors, they receive the following error in most cases:

The SCORM API was not found. communication will not occur.
Setting compatibility mode using tools/internet option works well, unable to push this out globally

Customer does not expect to have to set compatibility mode for IE 10 for OLM and content to be played.
Setting compatibility mode using tools/internet option works well. Customer is unable to push the setting compatibility mode out for IE 10 out globally .

The issue can be reproduced at will with the following steps:

1. Using Internet Explorer 10 that is NOT in compatibility mode, launch online Scorm 1.2 course that is Java Based.
