Setting Certification Update to Certified Does Not Always Update Competencies (Doc ID 1924488.1)

Symptoms

On : 12.1 HRMS RUP5 version, Catalog Admin

ACTUAL BEHAVIOR
---------------
The competence profile of learners do not get updated in certain scenarios.

Scenario1:
Learner1 has Competency Profile Comp1 defined from 15-AUG-2013 to 14-AUG-2014.
After the certification subscription is marked as Certified for Learner1 on 14-AUG-2014, Comp1 is not updated.

Scenario2:
Learner1 has Competency Profile Comp1 defined from 12-AUG-2013 to 11-AUG-2014
After the certification subscription is marked as Certified for Learner1 on 14-AUG-2014, a new row is created for Comp1 with Date From '14-AUG-2014' (sysdate) and Date To NULL (i.e for lifetime)


EXPECTED BEHAVIOR

Scenario1:
After the certification subscription is marked as Certified for Learner1, Comp1 is expected to be updated from 14-AUG-2014 to 13-AUG-2015

Scenario2:
After the certification subscription is marked as Certified for Learner1, a new row is expected to be created for Comp1 with Date To 13-AUG-2015.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. (resp.): Oracle Learning Management Administrator > Catalog Administration
2. Navigate to the certification and select Subscriptions
3. Push [Update Subscription Status]
4. Set Subscription Status to "Certified" and [Apply]
5. (resp.): HRMS Manager > (People): Enter and Maintain
6. Navigate to the learner, push [Others] and select 'Competence Profile'
The competence profile is not updated (scenario1) or the newly created record has no Date To (scenario 2)
