ego_item_pub.process_item_revision API Call Does Not Honor p_commit (Doc ID 1924603.1)

Actual Behavior
Find p_commit is not honored in API EGO_ITEM_PUB.Process_Item_Revision in API Call

Expected Behavior
Expect EGO_ITEM_PUB.Process_Item_Revision should honor p_commit as called and perform the commit when passed into the API as a parameter

The issue can be reproduced at will with the following steps:
1. Call API EGO_ITEM_PUB.Process_Item_Revision and find that p_commit is not honored when passed

Business Impact
The issue has the following business impact:

Any customers using EGO_ITEM_PUB would benefit if this was fixed, this
particular customer lost a large amount of man hours trying to figure out why
the API was behaving incorrectly and it was necessary to call the commit in the plsql wrapper api.
