Error “SECURITY-UNABLE TO CONNECT TO SYSTEM” During Changing Apps Password Using FNDCPASS

When attempting to change apps password using FNDCPASS, the following error occurs.
SECURITY-UNABLE TO CONNECT TO SYSTEM
The apps password change is done by issuing fdncpass command like the following:
