Wage Attachment Not Processed On Additional Earnings Elements When No Regular Pay Is Processed When Set To Once Each Period

On : 12.1.3 version, Wage Attachments/Garnishments

Have an involuntary deduction set up to process once per period. When the 1st check of the period has no earnings, the involuntary deduction is being marked as processed. Then the employee is paid additional earnings on the same pay period, the involuntary deduction is not being triggered for a deduction

The deduction to be deducted from the first check in the pay period that has money to be deducted

The issue can be reproduced at will with the following steps:
1. Have been paying earnings to employees for additional work outside the regular pay calendar year.
2. Found that wage attachments are not being processed in the regular payroll run that is used to pay the summer hours.
3. The summer hours are paid on the primary assignment with a specific earning element, and the primary assignment has the wage attachment elements that process correctly during the non-summer payroll runs.
4. Expect the wage attachment to process against all regular earnings.

The issue has the following business impact:
Due to this issue, they are out of compliance on child support deductions for employees working during the summer months
