WIP Mobile Move Transactions Result in 'The transaction quantity must be less than or equal to quantity available to move ' Errors (Doc ID 1925952.1)

When attempting to create move transactions using WIP mobile apps,
the following error occurs.

The transaction quantity must be less than or equal to quantity available to move


The issue can be reproduced at will with the following steps:
1.  WIP Mobile Apps. Move and Complete from Op N to N++ with Over completion = Yes.  There is no warning that the transaction might fail

2.  This results in pending move transactions 'The transaction quantity exceeds the overcompletion tolerance set for the job, repetitive schedule or the organization'
