Partial Ship Using API wsh_delivery_details_pub Gives Warning: "Following Field(s) Are Not Updatable: SHIPPED_QUANTITY" (Doc ID 1926040.1)

Symptoms

On : 12.1.3 version, Open Interfaces & Public APIs

When attempting to do a partial ship on a picked line using the API wsh_delivery_details_pub.Update_shipping_attributes, the following warning occurs:  

Warning: For Delivery Detail nnnnnn, the following field(s) are not updatable: SHIPPED_QUANTITY.

Example
The sample order has order line quantity of 200.
Delivery detail is Staged for qty 200.
Trying to update the shipped quantity to 100 for the partial shipment. 


STEPS
The issue can be reproduced at will with the following steps:
1. Order line has quantity of 200.
2. Delivery detail is Staged for qty 200.
3. Run the API to update the shipped quantity to 100 and get the reported warning
