E-Business Suite : Responsibilities Are Not Visible When End Date Is Removed

Symptoms
On EBS R12.0.6, after removing the end-date of a responsibility assignment for a user, the responsibility is not visible on the user's homepage. Even though its data is synchronized properly in WF directory service tables.
Also, it is observed that the below query used to populate responsibilities on homepage is returning the same missing responsibility:
Steps To Reproduce

1. Responsibility --> System Administrator
2. Screen --> Define User
3. Query any user and remove end-date from any responsibility.
4. Log out and log in with that user, responsibility is not immediately available, it may after one hour or sometimes one day.
