MFS Laptop: Service Request Page Does Not Open Properly (Doc ID 1926146.1)

When clicking on an SR to see the SR details on MFS Laptop, the page opens with no details; the page looks fine (prompts are there), but almost no data is shown.

It was found that this happens when there is a value for csm_incidents_all.incident_owner_id. For SRs that do not have a value for that column, the SRs look fine.

The webtogo log on the laptop has this error:

oracle.jbo.AttrValException: JBO-27019: Get method for attribute "IncidentOwnerId" in CsmIncidentsAllEO could not be resolved.
  at oracle.jbo.server.EntityImpl.getAttribute(
  at oracle.jbo.server.ViewRowStorage.getAttributeInternal(
  at oracle.jbo.server.ViewRowImpl.getAttributeInternal(
  at oracle.apps.csm.laptop.serviceRequest.server.ServiceRequestDetailsVORowImpl.getIncidentOwnerId(

The issue can be reproduced at will with the following steps:
1. From the Laptop MFS Dashboard, click on an SR link to go to the SR details
2. When the SR has an owner, it won't show any SR data.
