Some business rules are not fired when a change order is created and attributes are updated from CO
Business rules should fire for all the attributes that are used in business rules
The issue can be reproduced at will with the following steps:
1. Created business rules to fire when attribute is "Direct" and "Indirect"
2. Create an Item and add it to a Change Order
3. Update the attributes, see the rule is fired only when attribute is "Indirect" , but, it doesn't fire when attribute is "Direct"
