Unable To Change GL Posting Option To "Projects" with error APP-PJM-58529 (Doc ID 1926198.1)

Symptoms

On : 12.1.3 version,

When attempting to change the GL Posting Option to "Projects" in the Organization Parameter window while implementing Project Manufacturing , the following error occurs.

 STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to:
    Project Manufacturing Super User-->Setup-->PJM Organization Parameters-->Costing-->GL Posting Option

2. Change GL posting option to 'Projects' from 'Inventory' and the application system flags error:
    APP-PJM-58529 You Cannot change GL Posting Option if there are transactions in an Open GL Period or if there are transactions that are awaiting project cost collection
