ACTUAL BEHAVIOR

In approval notification when user change the ccid on ITEM distribution then the same is not getting updated in ccid
of the related non recoverable tax dists

EXPECTED BEHAVIOR

In approval notification when user change the ccid on ITEM distribution then the same will be updated in ccid of the
related non recoverable tax dists

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Change via approval notification the ITEM account
2. Query the invoice, and see that account for the nonrecoverable was not change

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, nonrecoverable amount will be accounted to the wrong account.
