Create Accounting Fails if END_DATE_ACTIVE of Segment Values are Less Than SYSDATE. (Doc ID 1926631.1)

Symptoms

On : 12.1.3 version, Create Accounting

Create Accounting Program is failed, if END_DATE_ACTIVE segment values is less than sysdate.

ERROR
-----------------------
The account code combination XXXX.XXXX.XXXX.XXXX is invalid.  Please inform your system administrator or support representative that:

Value XXXX has expired.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
 1.Setup FAH
 2.Create Segment Value with END_DATE less then SYSDATE
 3.Enter data from FAH using segment value step2
 4.Execute Create Accounting
