When Creating Rates For Grades Using The Wizard The Mid Value Is Blank (Doc ID 1926784.1)

Symptoms

On Applications 12.2.3
Find when entering rates or updating rates for grades within grade ladders, the mid value is not automatically calculated

-- Expected Behavior
 Expect the mid value to be calculated and automatically populated just as this calculates in the PUI form

-- What is working
 PUI form calculates and automatically populates the Mid Value

 -- Steps
The issue can be reproduced at will with the following steps.
1. Total Compensation Wizard
2. Select Grade/Step Progression
3. Search Ladder / click Update/ go to rates task 5 / Update Default Salary Rate / Update Default Salary Rate / Enter New Value for Value, Min Value and Max Value
