Form and API are Allowing Duplicates for Plan Detail Regulations at the Plan and Program (Doc ID 1926875.1)

On 12.1 HRMS RUP5 version of Oracle Advanced Benefits,

Application is allowing the user to save duplicate rows in Plans form > Details button > Regulations tab.

Expect an error to occur when duplicate rows are entered.

The issue can be reproduced at will with the following steps:
1. Go to responsibility US Super HRMS Manager.
2. Navigate to Total Compensation > Programs and Plans > Plans.
3. Query the plan in question and click the Details button.
4. Select the Regulations tab and enter the exact details twice.
System allows saving without error.
