Symptoms
Report set performance issue. For instance, running the same report in a Report Set publishing format takes 35 minutes to publish large Content Sets (report with 70 tabs) while running the same report with the same parameters as a single Financial Report Submission uses a single ''Template'' tab and publishes in 2 minutes or less (report with 70 tabs).
