PAYE Calculated Incorrectly (Doc ID 1927579.1)

On : 12.1.3 version, UK Payroll

ACTUAL BEHAVIOR
---------------
Oracle Payroll calculated PAYE using Week1 Month1 calculation. This is incorrect.
Have migrated balance from legacy system.We then ran payroll for the first period after migration. PAYE calculated by oracle is incorrect. We verified the result with HMRFC tax calculator

STEPS

The issue can be reproduced at will with the following steps:
1. Initialized the balances for the assignment
insert into pay_balance_batch_headers (
BUSINESS_GROUP_ID,PAYROLL_ID , BATCH_ID , BATCH_NAME ,BATCH_STATUS ,UPLOAD_DATE )
values
(105,62,3,'PAYE_TEST','U',to_date('14-06-2014','dd-mm-yyyy'));

For period Start date = 15-jun-2014, end date =12-JUL-14, regular payment date= 18-JUL-14, period name =16 2014 Lunar Month

2. Enter Tax information as tax code = 1000L, tax basis =Cumulative
3. Create an earnings element entry for amount =1922.34.
4. Run Quick Pay
5.Check PAYE value: it is out by 20 pence
