Forgot Password In Login Assistance No Email Is Received By User (Doc ID 1927614.1)

On Oracle Applications 12.1.3 version, when a user forgets their password during login, users click the "Login Assistance" and update the username.
After clicking 'Forget Password' Button, the user can see the 'UMXLHELP' message_type in the worklist. However, no email is received by user.

Using the same user's email, correct preference, the test notification can be sent successfully. Have verified the SMTP and IMAP Server details are correct

and these components are working by referring note 242941.1

The notification failed with mail status and after several tries, it becomes disabled.

The issue occurs for all applications users.

The following error occurs in the workflow mailer log:

The notification is failed and preference is set to 'DISABLED' for user USER A is because the following error:

None of the recipients for notification {xxxx} is valid. Notification will not be sent. Check that the recipients email addresses are valid for [[USER A {R AAA }]]

The issue can be reproduced at will with the following steps:
1. User forgets password during login, users click the "Login Assistance" and update the username.
2. Clicking 'Forget Password' Button.
