Hour deduction policy is not being applied to Premium hours



EXPECTED BEHAVIOR

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a Workplan with Premium on the off days (Weekend)
2. Create a Premium Eligibility policy with the above premium
3. Create Earnings policy (Daily )
4. Assign the Earnings policy , workplan/Rotation, Hour Deduction policy to the employee
5. Enter time on the weekend for the employee
6. The shift premium hours are generated based on the actual hours worked however the Hour Deduction policy is not being applied resulting in overpayment of hours
