"Comments to Approver" is Blank for "Resubmit Action" (Doc ID 1928061.1)

Actual Behavior:
"Comments to Approver" is not Showing for "Resubmit Action". In approval chain, when selecting "Update Action" to update transaction then unable to see the "Comments to Approver" in notification. It is marking action type as "Resubmit". If directly choose "Approve" then able to see the comment notes.

Expected Behavior:
Expected to see the comment notes for "Resubmit Action".

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Approver makes a request. For example : Login as Manager Self Service => Termination => Terminate an employee.
2. Notification Sent to supervisor/HR Representative.
3. Login as supervisor/HR Representative => Choose Update Action and put the comment.
4. Review the comment made in the Notification.
5. Unable to see the comments.
