How to disable the Attachments menu icon and the Attachments form functionality on the "Enter Journals/Encumbrances" (GLXJEENT) form, associated with the "Journal Entry" attachment entity, for a give responsibility of "GL US Inquiry"?

Its navigation path is Inquiry --> Journal and query a journal that has an attachment.
