On : 11.5.10.1 version, Receiving Functions

ACTUAL BEHAVIOR
---------------
ROI fails transactions with PO_INV_NO_OPEN_PERIOD for RMAs when form transactions for the same OU/Org Date/Time do NOT fail.
This occurs for the 15 hour period when China period is Closed (transaction origin)
but Date where transactions are processed (Pacific time) fall in the Closed Period.
It is expected for LETZ functionality to be considered so the transaction Date/Time will be correctly validated (ROI validation same as form).

China Date/Time cannot be populated in rti.transaction_date because it will be wrong based on Pacific time.

WORKAROUND
---------------
Halt ROI transactions during the 15 hour period.

Be able to utilize LETZ functionality for RMA receipts

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Populate rcv_headers_interface and rcv_transactions_interface
with Pacific Date/Time that corresponds to China time which is in open period.
2. RVCTP fails
