Move Order Movement To Shipment Fails, Whereas Build Multi-stop Works (Doc ID 1928473.1)

Symptoms

When building shipment using Build Multi-Stop action from Order Movement, shipment gets built. But when the order movement is unassigned from shipment and
again tried to move the same order movement into same shipment, then move order movement to shipment fails. The below error is seen

Failed to build one shipment with the given orders
