Find when trying to perform delivery for one intransit inter-org IOT shipment, Serial number is missing in List of Values LOV.

If manually inserting a serial number in the form, the following error message occurs:

Steps
The issue can be reproduced at will with the following steps:
1. Create Inter-Org Transfer.
2. Receive Inter organization transfer.
3. Navigate to Receiving / Receiving Transactions Form RCVTXERT.
4. Shipment Line is populated with Expected quantities, however under Lot - Serial Button, LOV has no serials to deliver.
Serial entry form shows for item Start Serial Number LOV is empty.
