Symptoms
When attempting to create new unscheduled serial entry using Cycle Count Import API (mtl_cceoi_action_pub.process_lpn_countrequest), this fails for serial validation with the following error:

message :Serial number is not valid.
message :The specified serial number violates serial uniqueness controls for the item entered in this count.
i.e. R12.1,In Oracle Inventory,system disallow to create new serial number when SERIAL_CONTROL_CODE=5 through cycle count API even though allow unscheduled serial entry.
