R12 iSupplier Poor Performance at PO Query For Blanket Agreement Containing Many Lines

In 12.1.3
Query for a large blanket agreement in iSupplier gets slow performance or timeout.

NOTE:  A similar issue occurred in, and the solution was given per [ Note 1538192.1 - Slow Performance or Timeout for Supplier User at View Order Details for Purchase Order or Blanket in iSupplier Portal (Doc ID 1538192.1) ]. That solution was to apply a patch and also create some indexes manually per advice from Development.

1. Identify a blanket agreement having 100 lines or more
2. Open iSupplier Portal External responsibility
3. Click Orders Tab
4. Enter the blanket PO Number and search
5. Click PO link to view details
6. Wait 60 - 300 seconds for the results to display or sometimes see a timeout occurs before the results are shown
