Why High Volume Repair and Technician Portal Do Not Return Expected RO Results?

When trying to search for Repair Orders in High Volume Repair or Technician Portal, the Page does not return the expected results.
When searching 'Open' status Repair Orders, the search shows fewer than the full set of 'Open' records than expected.
