Supplier is Not Notified When a Purchase Requisition Associated To and Affecting a Purchase Order is Canceled (Doc ID 1929340.1)

Symptoms

On : 12.1.3 version, Change Order

ACTUAL BEHAVIOR
---------------
Cancelling a requisition does not kick off the PO approval workflow again, and as a result does not cause a notification to be sent to the Supplier advising of the action.  This worked ok in 12.1.2, but no longer works in 12.1.3

Behaviour 12.1.2
1. Set PO communication method to NONE
2. Submit cancellation for requisition in iProcurement
-> PO approval workflow -Web Supplier Notification is called and sends a notification to the supplier about the cancellation

Behaviour 12.1.3
1. Set PO communication method to NONE
2. Submit cancellation for requisition in iProcurement
PO approval workflow -Web Supplier Notification is called ONLY when PO communication method is set to EMAIL; it is not called if set to NONE.


STEPS

The issue can be reproduced at will with the following steps:
1. Login to iProcurement
2. Submit cancel for a requisition associated to a purchase order
3. Check workflow monitor and verify no notification is sent to supplier.  Login as supplier and verify no notification is received about the cancel requisition action which affects the purchase order associated to that requisition.
- as a results suppliers are not aware of the cancel action
