Some Chargeback batches stuck in PENDING CLOSE status

Problem Description
Users processed chargeback batches in PROD. They initiated payment on those batches and they are now stuck in PENDING CLOSE. We ran the following concurrent programs to move the batches along:

1. Workflow Background Process
2. OZF: Update Budgets from Interface Tables
