Depot Repair Logistics Error: "SHIP_TO address is invalid because the associated account site use is inactive" When Processing a Ship Line (Doc ID 1929644.1)

On : 12.2.3 version, Logistics Management

For a customer that has 2 address sites: 1 bill-to, ship-to and 1 ship-to with the same address.
On the first one (the bill-to, ship-to) the business purpose has made the ship-to "inactive".
When entering a Depot Repair record the inactive address shows up, because the user does not know that it is inactive they can choose it and save the record without a warning.
When the user goes to the logistics tab and tries to process the order and clicks on book order and process, then the caution window pops up and it will not create the order.

SHIP_TO address is invalid because the associated account site use (acct_site_use)id = NNNN) for the account site (cust_acct_site_id = NNNN) is inactive.
Please make sure to use an active account site use.

The issue can be reproduced at will with the following steps:
1. Depot Repair SuperUser: Depot Repair > Repair Orders
2. Choose the customer account number
3. Click on the ship_to address
