DEBRIEF OF PARTS IS RESULTING IN ALL ON-HAND FROM THAT TRUNK STOCK MOVING IN IB (Doc ID 1929693.1)

ACTUAL BEHAVIOR
---------------
When a debrief is done in field service, a technician's trunk stock is used.  To create some on-hand in trunk stock, miscellaneous receipt of 100 qty was done.   When qty=1 is issued to material debrief, inventory decrements by 1 but install base is showing all 100 moved.

The parts are non-serialized and IB trackable.  For some reason, the split is not happening to create a new instance of the issue part and it is moving all the quantities in IB of the existing instance.  Secondly, owner is not changing even though IB sub type for Material Transaction clearly has change owner to External.


EXPECTED BEHAVIOR
-----------------------
Expect only the single issued part to be moved and the ownership to change to external party

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Misc Receipt qty 100 non-serialized item
2. Field Service Issue qty 1 of item

3. In IB see the instance with qty of 100

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, when we use the same part/ same truck stock to issue to another debrief, no instances are available to issue even though inventory is showing there is on-hand
