Error due to warehouse address does not have a country code populated for Address.

Symptoms

On : 12.1.3 version, Transaction Entry

Attempting to enter a Sales Order in a newly defined Operating Unit and receive the following error:

ERROR
-----------------------
Message returned by tax API ZX_API_PUB.calculate_tax: 2
Unable to determine the Country code for the Location id: 55858 and Location type: SHIP_FROM
LEAVING OE_MSG_PUB.ADD
An unexpected error has occurred. Please contact your system administrator.

Steps to Reproduce:
Responsibility: Order Management
Navigation: Orders,Returns > Sales Order
Enter order and see error
